Caparica is the long option: twenty kilometres of beach immediately south of Lisbon, with room to find a stretch that suits the day.

About this Kite Area
Costa da Caparica runs about twenty kilometres south from the mouth of the Tagus, the nearest ocean beach to Lisbon and consequently the busiest. The sources describe wind conditions much like those at Fonte da Telha along the same stretch — Nortada through the summer, around 20 knots on the afternoons — with more crowding through the season.
The length is the advantage: there is generally somewhere along it that works for the day's direction and the day's crowd.
Water runs 17 to 19°C in summer and a wetsuit is standard. Central Lisbon is around half an hour away.
